I’ve had two winter babies and I’ve tended to use short sleeve vests underneat babygrows. I found plain white vests from M&S good value and can be tumble dried. If the baby needs an extra layer I would then add a knitted cardigan. For me, primarily, vests purpose is to keep the nappy in the right place.
