It’s because there is no set standard for women’s sizing in clothing. Every company, and even several manufacturers use different measurements for different sizes. Some boutique type stores even have their own special way of sizing things. At my skinniest, I was between a size 4 and 11.

Jeans sizes are based on two measurements: waist circumference, or waist width (W) and length of the leg (L).
