Navy Tattoo Policy and Regulations
New regulations allow for unlimited tattoos on the legs, arms, neck, and even on the hands and behind the ears. The only places on the body that are off limits are the head, face, and scalp. Tattoos on the torso are also allowed, but they must not be visible underneath whites.
Neck: The Navy is the only branch to allow a single neck tattoo. One neck tattoo, no larger than 1-inch in diameter, is permitted. All other branches prohibit neck tattoos visible above a crew neck shirt.
As the Navy declares its tolerance for men with pierced ears, the Marines will remain the only military branch prohibiting earrings on men under any circumstance.
Soldiers are prohibited from willfully mutilating the body or any body parts in any manner, including tongue bifurcation (splitting of the tongue), or ear gauging (enlarging holes in the ear lobes greater than 1.6 mm).

It’s fine to keep it flipped during the healing process as long as you keep it flipped up. It takes around 3-4 months to fully heal where you can change the jewelry so then you can flip it down. Flipping it back and forth is what can lead to irritation and possibly infection.
Can I have a nose piercing in my passport photo?
You can wear jewelry and keep on your facial piercings as long as they do not hide your face. Permanent tattoos are acceptable for passport purposes as well.
Can you have your hair dyed in the military?
You can dye your hair in the United States military. However, hair colors are limited solely to natural hair colors. Unnatural or eccentric colors are strictly prohibited. For example, purple, blue, pink, green, orange, bright neon colors, and any other unnatural colors are not allowed.
