If you leave a coat of paint to dry too much, then yes you’ll have to sand. Paint doesn’t stick on a glossy surface. And if there are any defects (dust, fisheyes, runs, etc), you’ll have to sand them out before the next coat. But otherwise, just give the coat enough time to flash over, and then spray the next coat.
